Order Restrictions: Incarcerated persons are allowed the following number of packages:
- Privilege Group A/B – 1 package per Quarter (4 per year)
- Privilege Group D – 1 package per year
- Privilege Group C or U – No packages permitted
 
Package Restrictions:
- Package items must fit into 1 box.
- Package items cannot exceed 30lbs, including packaging material. Union Supply assumes the responsibility to remove items at our discretion if the package exceeds 30lbs.
 
Product: Union Supply attempts to show and describe merchandise and all related information as accurately as possible. However, Union Supply does not warrant that product descriptions or other content of our catalog, order forms, or website is accurate, complete, reliable, current, or error-free. In addition, manufacturers may make changes in product design, color, package size and style at any time. Union Supply reserves the right to update or correct item information at any time.
 
Products Restrictions: The items presented in this catalog have been reviewed by the State of California’s Office of Policy Standardization Division of Adult Institutions. Keep in mind that there are quantity limits on some items and that each facility may have additional restrictions on items beyond what the State has.
 
Please note that item restrictions change daily and we do our best to keep these as current as possible. Please check with your facility’s R&R department if you have questions about allowable items at your facility. Please visit pages 406-407 for specific product limits and allowances.
 
Placing an Order: You can place your order directly from this catalog! All Package Program order forms are included in the back of this catalog (Quarterly, Special Purchase, Handicraft, Religious, and Dress Out)
 
Step 1: Please select the correct order form and fill it out completely. Please include:
- First and last name, privilege group, gender, California Identification number (CDCR#), facility location and housing location.
 
Step 2: Make product selections and write them on the back of the order form
- Please include item numbers, quantities, and sizes for all items
- Shipping and handling is $8.95 (non-refundable)
- Sales Tax is included in the price of all taxable items.
 
Step 3: Payment
- You can either mail the paper order form into Union Supply and pay through a facility check or prepaid account.
- Have a friend or family member mail or call in the order for you.
- Family and friends can also order packages for you on our website www.CAPackageProgram.com.
- Union Supply accepts the following forms of payment: credit card, personal check or money order (must be domestic, printed in the U.S.) or cash payment through ACE Cash Express. Your credit card will be billed upon placement of your order. We accept all major credit and debit cards with the following logos: Visa, MasterCard, and Discover. The following forms of payments are not accepted: Green Dot, Cash App, Apple Pay. There is no surcharge for using your credit card to make purchases. Please be sure to provide your exact card holder name, billing address, CVV code and telephone number that your credit card issuer bank has on file for you.
 
Order Placement & Shipment Confirmation: If you would like to inquire if a package order has been placed or if it has been shipped, please write an inquiry letter to Union Supply Customer Service at PO Box 619059, Dallas, TX 75261-9059.
 
Returns: For any missing, damaged or defective items, we will send you a replacement or refund at no cost. Order discrepancies must be submitted to Union Supply by the R&R staff. Discrepancies reported by the 3rd party purchaser of the package will not be accepted or honored. If the original payment was made by credit or debit card, approved refunds will be credited back to the card used in the original purchase, including prepaid credit and debit cards.

Restocking Fees: There are NO restocking fees
 
Incarcerated Persons Transfers: If an incarcerated person is transferred to a different facility after a package is ordered, R&R will return the package to Union Supply and we will refund the purchaser.
 
Special Purchase: Special Purchase items are entertainment appliances such as televisions, cassette players, CD players, radios, typewriters and musical instruments. These items can only be bought as a Special Purchase order.
 
Handicraft Items: Handicraft Items are considered Special Purchase orders only; they cannot be combined with the Quarterly package and can only be purchased by incarcerated persons whose Application for Handicraft Privilege has been submitted and approved by the handicraft manager. All handicraft orders shall be submitted to the handicraft manager for approval. Please use the Handicraft order form to place your orders. See our Handicraft section starting on page 338.
 
Religious Items: Religious Items can only be purchased as a separate special purchase order. No Chaplain signature is required to purchase the pre-approved religious items according to the new Religious Property Matrix. Please use the Religious Order Form to purchase Religious Items.
 
Dress Out Package Program: Union Supply offers a Dress Out Package program for offenders up for parole (see page 344 – 347 for details).Orders can be placed no sooner than 45 days and no later than 20 days before your parole date, to allow ample time for processing and shipping. Please make sure to indicate your parole date on the order form.

End of Quarter Deadlines: Many facilities have different deadlines for when quarterly packages need to arrive in order to count for the quarter they were purchased for. Below are suggested deadlines to place end of quarter packages.
 
- Orders that are placed on or before the suggested order deadline will arrive at the facility in time for the end of the quarter.
- Orders placed after the suggested order deadline will still be processed; however, the order is not guaranteed to arrive in time to meet the specific facility deadlines for end of quarter packages.
 
 
 
Prepaid Accounts
 
Setting Up a Prepaid Account: The inmate’s prepaid account can be set up by an inmate or friends and family. However, the inmate shall be the sole account holder. Inmates can use their prepaid account to purchase Quarterly Packages, Special Purchase Orders, and Dress Out.
 
Special Purchase: For Special Order items, inmates can use their prepaid account anytime to order all your entertainment appliances such as televisions, cassette players, CD players, radios, typewriters and musical instruments.
 
Funding a Prepaid Account: Friends and family can fund an inmate’s prepaid account by cashier’s check or money order for free or by Visa, MasterCard or Discover Card for a service fee. Funds will be available in the prepaid account 72 hours after the transaction is completed. Inmates can fund their own prepaid account for free by mailing in a facility trust check (no refunds on payments made with a trust check). If an inmate funds their own prepaid account, there will be a 10% Inmate Welfare Fund fee applied by the Institution's Trust Office. There is a $25 minimum and $250 maximum per transaction. Prepaid deposits must be made in $5 increments. Funding transactions are nonrefundable except as specified below under “Refunds of Prepaid Account Balance.”
 
Ordering From Your Prepaid Account: Only inmates may order using their prepaid account funds, no friends and family. To order, the inmate will simply complete a Union Supply Direct order form and check off the ‘Prepaid Account’ option under the payment method section. The inmate will then mail the order form to Union Supply Direct and we will process your order. The order must be mailed in a facility envelope. For quarterly packages, please mail your order form to Union Supply Direct two (2) weeks prior to the last day of the quarter, or, order media at any time.
 
Returns: The inmate’s prepaid account will be credited with the purchase price of any items returned to Union Supply that were purchased from the prepaid account. Should any package be refused by the facility, the inmate’s prepaid account will be refunded. Shipping fees are not refundable.
 
Refunds of Prepaid Account Balance: Refunds of any unused funds require a written request from the account holder (inmate) and will only be issued to the account holder after being released from the prison system. Please wait two (2) weeks after release to send us your written request for a refund of any unused funds with a First Class stamp, and self-addressed envelope including your name and Inmate ID Number. We will then mail you a refund check for the account balance. Please mail your written request to:

Monthly Prepaid Account Maintenance: If your prepaid account has been inactive for six (6) or more months, your prepaid account will be charged a $2.95 monthly inactivity fee until all funds are depleted. To avoid this fee, be sure to order your quarterly package or your media order at any time.
